¿Cooperación con el Sur Global o Realpolitik? La asistencia económica y tecnológica de China al régimen de Zimbabue

Resumen

Como resultado de sus exitosas reformas económicas iniciadas en 1978, en unas cuantas décadas China se ha afirmado como una superpotencia global, dotada de fuertes capacidades económicas, tecnológicas, políticas y diplomáticas, que convergen en una ambiciosa estrategia de cooperación internacional para el desarrollo. Estas capacidades se han proyectado en países como Zimbabue, país de África Meridional que ha recibido importantes cantidades de recursos chinos para mejorar las tecnologías de la información y comunicación, establecer un padrón electoral nacional digital y estructurar una red de monitoreo de reconocimiento facial. Pese al discurso de una cooperación Sur-Sur, y más allá de sus posibles efectos positivos en el ámbito económico, este trabajo argumenta que estos proyectos han contribuido al mantenimiento del régimen autoritario en Zimbabue y han fortalecido el posicionamiento de China y la expansión de sus empresas en África.
